ADMINISTRATIVE FACTORS AFFECTING QUALITY SCHOOL UNDER THE ONE DISTRICT ONE QUALITY SCHOOL POLICY OF EDUCATIONAL INSTITUTIONS IN THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE SINGBURI ANGTHONG

Abstract

This research aims to achieve the following objectives: 1) to examine the levels of administrative leadership, learning-conducive environment, teacher professional development, and the development of quality schools in accordance with the One District One Quality School policy for schools under the Secondary Educational Service Area Office Singburi Angthong; 2) to explore the relationships between the factors of administrative leadership, learning-conducive environment, teacher professional development, and the development of quality schools under the One District One Quality School policy for schools under the Secondary Educational Service Area Office Singburi Angthong and 3) to investigate the impact of administrative leadership, learning-conducive environment, and teacher professional development on the development of quality schools under the One District One Quality School policy for schools under the Secondary Educational Service Area Office Singburi Angthong. The sample group consisted of 234 teachers from 13 secondary schools, selected using stratified random sampling based on school size, followed by simple random sampling proportionally according to Krejcie and Morgan’s (1970) table, A five-point Likert scale questionnaire was used as the research instrument, validated by experts with content validity indices ranging from 0.60 to 1.00 and an overall reliability coefficient of 0.975. The data were analyzed using frequency, percentage, mean, standard deviation, Pearson correlation coefficient, and multiple regression analysis-(enter method). The research findings revealed that: 1) the overall level of administrative leadership was high, with the highest mean in the aspect of clear vision; the overall level of learning-conducive environment was high, with the highest mean in the aspect of physical environment; the overall level of teacher professional development was high, with the highest mean in the aspect of self-development according to professional standards and the overall level of quality school development under the One District One Quality School policy was high, with the highest mean in the aspect of infrastructure and educational support systems. 2) The factors of administrative leadership, learning-conducive environment, and teacher professional development showed strong positive correlations with the development of quality schools under the One District One Quality School policy. 3) These three factors of administrative leadership, learning-conducive environment, and teacher professional development collectively predicted 80.20% of the variance in the development of quality schools under the One District One Quality School policy, with statistical significance at the .01 level.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับปัจจัยภาวะผู้นำของผู้บริหาร ปัจจัยสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ ปัจจัยการพัฒนาวิชาชีพครู และการเป็นโรงเรียนคุณภาพ ตามนโยบาย 1 อำเภอ 1 โรงเรียนคุณภาพ ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง 2) ศึกษาความสัมพันธ์ของปัจจัยภาวะผู้นำของผู้บริหาร ปัจจัยสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ และปัจจัยการพัฒนาวิชาชีพครูกับการเป็นโรงเรียนคุณภาพ ตามนโยบาย 1 อำเภอ 1 โรงเรียนคุณภาพ ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง และ 3) ศึกษาปัจจัยภาวะผู้นำของผู้บริหาร ปัจจัยสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ และปัจจัยการพัฒนาวิชาชีพครูที่ส่งผลต่อการเป็นโรงเรียนคุณภาพ ตามนโยบาย 1 อำเภอ 1 โรงเรียนคุณภาพ ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง กลุ่มตัวอย่าง ได้แก่ ครูที่ปฏิบัติงานในโรงเรียนคุณภาพ ระดับมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง จำนวน 13 โรงเรียน รวมจำนวนทั้งสิ้น 234 คน โดยเทียบกับตารางของเครจซี่และมอร์แกน (Krejcie & Morgan, 1970) ทำการสุ่มแบบแบ่งชั้น ใช้ขนาดโรงเรียนเป็นชั้น จากนั้นทำการสุ่มอย่างง่ายตามสัดส่วน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามประมาณค่า 5 ระดับ ซึ่งผ่านการตรวจสอบความเที่ยงตรงเชิงเนื้อหาจากผู้เชี่ยวชาญมีค่าอยู่ระหว่าง 0.60 - 1.00 และมีค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับเท่ากับ 0.975 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์หาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์การถดถอยพหุคูณแบบคัดเลือกเข้า ผลการวิจัยพบว่า 1) ปัจจัยภาวะผู้นำของผู้บริหาร โดยภาพรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ การมีวิสัยทัศน์ที่ชัดเจน ปัจจัยสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ โดยภาพรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ สภาพแวดล้อมทางกายภาพ ปัจจัยการพัฒนาวิชาชีพครู โดยภาพรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ การพัฒนาตนเองตามมาตรฐานวิชาชีพ และการเป็นโรงเรียนคุณภาพ ตามนโยบาย 1 อำเภอ 1 โรงเรียนคุณภาพ ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง โดยภาพรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ โครงสร้างพื้นฐาน และระบบสนับสนุนการศึกษา 2) ปัจจัยภาวะผู้นำของผู้บริหาร ปัจจัยสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ และปัจจัยการพัฒนาวิชาชีพครูกับการเป็นโรงเรียนคุณภาพ ตามนโยบาย 1 อำเภอ 1 โรงเรียนคุณภาพ ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง มีความสัมพันธ์ทางบวกในระดับสูง และ 3) ปัจจัยภาวะผู้นำของผู้บริหาร ปัจจัยสภาพแวดล้อมที่เอื้อต่อการเรียนรู้ และปัจจัยการพัฒนาวิชาชีพครูสามารถร่วมกันพยากรณ์การเป็นโรงเรียนคุณภาพ ตามนโยบาย 1 อำเภอ 1 โรงเรียนคุณภาพ ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสิงห์บุรี อ่างทอง ได้ร้อยละ 80.20 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01
