COLLABORATIVE GOVERNANCE FOR SOLVE FISHING TRAWL FOR INCREASETHE MACKEREL POPULATION IN SAMUT SONGKHRAM PROVINCE

Abstract

This study aimed to: (1) investigate the implementation of solutions to the problem of non-selective fishing trawls, regardless of the type and size of aquatic animals, specifically mackerels, to increase the mackerel population in Samut Songkhram Province; and (2) propose integrated guidelines for solving this problem through collaborative efforts in the same area. This qualitative study collected data through documentary research and in-depth interviews with key informants. Participants were selected using a purposive sampling method and divided into three sectors: government, private, and civil society. The study found that: (1) various sectors play a role in resolving trawl fishing problems. These include the Fisheries Office of Samut Songkhram Province, mackerel chilling rooms, fishers, and fisher associations, all of whom share the goals of conserving and allocating marine resources and supporting fishers' livelihoods. While different actors have varying operational approaches based on their capabilities and resources, they commonly view the government as a mediator for addressing public issues and share a primary operational goal. Challenges includeed law enforcement issues, problems in government operations, the capabilities and local knowledge of fishers', and conflicts between commercial and local fishers. (2) An appropriate solution involves adopting collaborative governance approach. The Fisheries Office of Samut Songkhram Province, as the main responsible agency, should act as a facilitator by organizing forums , inviting various stakeholders to discuss problems, assess impacts, and agree on problem-solving through participatory collaboration.

การศึกษาครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาการดำเนินการในการแก้ไขปัญหาประมงลากอวนโดยไม่สนใจชนิดสัตว์น้ำ และขนาดของปลาทู เพื่อเพิ่มจำนวนปลาทูพื้นที่จังหวัดสมุทรสงคราม (2) เพื่อเสนอแนะแนวทางในการดำเนินการแก้ไขปัญหาประมงลากอวนโดยไม่สนใจชนิดสัตว์น้ำ และขนาดของปลาทู เพื่อเพิ่มจำนวนปลาทูแบบบูรณาการในพื้นที่จังหวัดสมุทรสงคราม การศึกษาในครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีการเก็บข้อมูลผ่านการวิจัยเอกสาร และใช้วิธีการเก็บข้อมูลแบบสัมภาษณ์เชิงลึกต่อกลุ่มเป้าหมายซึ่งเป็นผู้ให้ข้อมูลหลัก โดยผู้ศึกษาจะใช้วิธีการเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจงในการศึกษา แบ่งออกเป็น 3 กลุ่ม คือ ภาครัฐ ภาคเอกชน และภาคประชาสังคม ผลการศึกษาพบว่า (1) การศึกษาบทบาทการดำเนินในการแก้ไขปัญหาประมงอวนลากของภาคส่วนต่าง ๆ ได้แก่ สำนักงานประมง จังหวัดสมุทรสงคราม ธุรกิจห้องเย็นปลาทู ชาวประมง และสมาคมที่เป้าหมายเพื่อการอนุรักษ์และจัดสรรทรัพยากรทางทะเล และดูแลความเป็นอยู่ของอาชีพประมง พบว่าตัวแสดงต่าง ๆ ต่างมีแนวทางในการดำเนินงานที่แตกต่างกันออกไป ขึ้นอยู่กับความสามารถ ศักยภาพ และทรัพยากรที่แต่ละตัวแสดงมี แต่กระนั้นตัวแสดงต่าง ๆ ต่างมองว่าภาครัฐเป็นตัวกลางในการแก้ไขปัญหาสาธารณะ และทุกภาคส่วนต่างมองเป้าหมายหลักในการดำเนินงานที่เหมือนกัน โดยมีความท้าทาย ปัญหา และอุปสรรคของการแก้ไขปัญหาการทำประมงอวนลากเพื่อเพิ่มจำนวนปลาทู คือ ปัญหาด้านการบังคับใช้กฎหมาย, ปัญหาด้านการดำเนินงานของรัฐความสามารถและภูมิปัญญาของชาวประมง และปัญหาความขัดแย้งของชาวประมงพาณิชย์ กับชาวประมงพื้นบ้าน (2) แนวทางในการแก้ไขปัญหาที่เหมาะสมคือ การปรับใช้แนวคิดการอธิบาลบนฐานความร่วมมือ มีภาครัฐ โดยสำนักงานประมง จังหวัดสมุทรสงครามซึ่งเป็นผู้รับผิดชอบหลัก ปรับเปลี่ยนบทบาทเป็นผู้จัดเวทีและเชิญผู้มีส่วนเกี่ยวข้องต่าง ๆ เข้ามาพูดคุยถึงปัญหา ผลกระทบ หารือ และตัดสินใจข้อตกลงที่จะใช้เป็นแนวทางในการแก้ไขปัญหาร่วมกัน รวมทั้งร่วมมือกันดำเนินงานเพื่อแก้ไขปัญหาแบบมีส่วนร่วม
