FACTOR RELATED TO LAW-ABIDING BEHAVIOR ON TRAFFIC LAWS OF YOUTH IN BANGKOK, THAILAND

Abstract

The purpose of this research was to study the law-abiding behavior of youth in Bangkok and the factors influencing it. Two research methods were employed: a document survey identified the level of law-violating behavior among youth, focusing on their tendency to align positively with legislation and comply with the law and justice process. Additionally, data were collected using a questionnaire from October to November 2024, targeting youth at a university in Bangkok. The questionnaire had a reliability coefficient of 0.90. Statistical tools used for data analysis included percentages and correlation coefficients. The results indicated that most youth complied with traffic laws. Four factors were identified as influencing law-abiding behavior among the youth: (1) a high level of knowledge about traffic laws, (2) moderate opinions on the severity of traffic laws , (3) moderate opinions on the level of law enforcement , and (4) moderate acceptance of illegal behavior in society . The study suggests that organizations directly responsible for enforcing traffic laws should implement stricter measures to ensure compliance, extending enforcement to cover legal provisions. The findings also recommend amending traffic laws and penalties to align with current circumstances, such as increasing fines or penalties based on the severity of offenses to deter wrongdoing. Additionally, the efficiency of traffic-related agencies should be enhanced to ensure effective law enforcement operations.

งานวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาพฤติกรรมการเคารพกฎหมายจราจรของนิสิตนักศึกษาในกรุงเทพมหานคร และเพื่อศึกษาปัจจัยที่มีความสัมพันธ์ต่อพฤติกรรมการเคารพกฎหมายของนิสิตนักศึกษาในกรุงเทพมหานคร โดยใช้วิธีการศึกษา 2 วิธี คือ 1) การสำรวจเอกสาร เพื่อต้องการทราบถึงพฤติกรรมการละเมิดกฎหมายของนิสิตนักศึกษา โดยพิจารณาจากพฤติกรรมของนิสิตนักศึกษาที่ตอบสนองต่อบทกฎหมายในเชิงบวก และมีแนวโน้มในการทำตามกฎหมายและกระบวนการยุติธรรม และ 2) เก็บข้อมูลด้วยแบบสอบถาม จากนิสิตนักศึกษาในพื้นที่กรุงเทพมหานคร โดยแบบสอบถามมีค่าความน่าเชื่อถือที่ 0.90 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสัมประสิทธิ์สหสัมพันธ์ ผลการศึกษา พบว่า พฤติกรรมการเคารพกฎหมายจราจรส่วนใหญ่ไม่เคยทำผิดกฎจราจร โดยปัจจัยที่ส่งผลต่อพฤติกรรมการเคารพกฏหมายของนิสิตนักศึกษา มี 4 ปัจจัย ได้แก่ ระดับความรู้เกี่ยวกับกฎหมายจราจร อยู่ในระดับมาก ความคิดเห็นถึงระดับความรุนแรงของกฎหมายจราจรโดยรวม อยู่ในระดับปานกลาง ความคิดเห็นถึงระดับการบังคับใช้กฎหมาย อยู่ในระดับปานกลาง และ การยอมรับพฤติกรรมที่ผิดกฎหมายในสังคม อยู่ในระดับปานกลาง ดังนั้น หน่วยงานที่รับผิดชอบโดยตรงในการบังคับใช้กฎหมายจราจร ควรมีมาตรการที่กวดขันอย่างจริงจังในการบังคับใช้กฎหมายจราจรให้มากขึ้น และให้ครอบคลุมข้อกฎหมายจราจรให้มากขึ้น รวมถึงควรมีการปรับปรุงแก้ไขบทลงโทษและอัตราโทษของกฎหมายจราจรให้สอดคล้องกับสถานการณ์ในปัจจุบัน เช่น เพิ่มโทษปรับหรืออัตราโทษตามความรุนแรงของความผิด เพื่อให้เกิดความเกรงกลัวต่อการการทำผิด อีกทั้ง ควรมีการปรับปรุงประสิทธิภาพการทำงานของหน่วยงานที่เกี่ยวข้องกับการจราจรเพื่อให้เกิดการปฏิบัติงานที่มีประสิทธิภาพ
