THE IMPACT OF THE US MILITARY AI DEVELOPMENT ON CHINA : A CASE STUDY OF SECURITY RESPONSE BEHAVIOR THROUGH THE SECURITY DELEMMA CONCEPT

Abstract

This study examines the strategic competition between the United States and the People's Republic of China in the realm of military artificial intelligence (AI) through the theoretical lenses of Neorealism and the Security Dilemma. It argues that the development of advanced AI systems by the United States has triggered significant policy responses from China, including the formulation of its National AI Development Plan. While traditional security dilemma literature, particularly from scholars like John Herz and Robert Jervis, was centered on nuclear weapons and hard power during the Cold War, this study extends the framework into the digital domain where threats arise not from missiles but from algorithms, surveillance systems, and autonomous weapons. The research highlights how both states, despite being capitalist and economically interdependent, remain locked in a cycle of strategic distrust fueled by mutual technological advancement. It concludes that the current AI arms race is reshaping the structure of the international system and signaling a transformation in the nature of global security competition from physical destruction to information dominance.

งานวิจัยนี้มุ่งศึกษาพัฒนาการและแนวทางการประยุกต์ใช้เทคโนโลยีปัญญาประดิษฐ์ (AI) ทางการทหารของสหรัฐอเมริกา ตลอดจนการตอบสนองของสาธารณรัฐประชาชนจีนต่อการเปลี่ยนแปลงเชิงยุทธศาสตร์ดังกล่าว โดยใช้กรอบแนวคิด Neorealism และมโนทัศน์ Security Dilemma เป็นเครื่องมือในการวิเคราะห์ โดยเฉพาะการวิเคราะห์พฤติกรรมของรัฐในระบบระหว่างประเทศที่ไร้อำนาจกลางควบคุม และเต็มไปด้วยความหวาดระแวงระหว่างมหาอำนาจ ผลการวิจัยชี้ให้เห็นว่า สหรัฐฯ มีพัฒนาการเชิงระบบในการบูรณาการ AI เข้ากับโครงสร้างกองทัพ ทั้ขณะที่สาธารณรัฐประชาชนจีนตอบสนองด้วยการกำหนดยุทธศาสตร์การพัฒนา AI แห่งชาติ เพื่อปรับโครงสร้างกองทัพปลดปล่อยประชาชน (PLA) ให้ทันสมัยและแข่งขันได้ในยุคดิจิทัล นอกจากนี้ งานวิจัยยังเสนอว่าการตอบโต้เชิงยุทธศาสตร์ของทั้งสองประเทศได้ก่อให้เกิดวงจรการแข่งขันด้านเทคโนโลยีทางการทหารอย่างไม่สิ้นสุด ซึ่งสะท้อนลักษณะของ Security Dilemma ในบริบทใหม่ที่เน้นการครอบครองข้อมูล อำนาจการตัดสินใจอัตโนมัติ และความเหนือกว่าทางอัลกอริธึม มากกว่าอาวุธเชิงกายภาพแบบดั้งเดิม งานชิ้นนี้จึงเป็นการต่อยอดทฤษฎีดั้งเดิมไปสู่การอธิบายพลวัตความมั่นคงในยุคเทคโนโลยีขั้นสูง และชี้ให้เห็นถึงแนวโน้มของระเบียบโลกที่กำลังเปลี่ยนผ่านจากการแข่งขันด้านอำนาจแข็ง (Hard Power) สู่การแข่งขันในมิติของเทคโนโลยีและข้อมูลข่าวสารที่ซับซ้อนยิ่งขึ้น
