While college physical education is regarded as a priority in China, current programs have not effectively enhanced college students' physical abilities. This study aimed to develop a Physical Education Curriculum to improve students' physical abilities—specifically strength, speed, endurance, and flexibility—and to evaluate its effectiveness. The study sampled 120 college students from Zhanjiang University of Science and Technology, Guangdong Province, China. Data were collected through literature review and physical fitness tests, and analyzed using content analysis and comparative statistics. The results indicated that while most students exhibited adequate cardiopulmonary function, some demonstrated physical deficiencies, particularly in flexibility. The newly developed curriculum significantly improved students' strength, speed, endurance, and flexibility. Its design followed a systematic approach based on Supercompensation Training Theory, Constructivist Theory, Blended Teaching Theory, and Self-Efficacy Theory. This study has important implications for advancing college physical education, especially in enhancing students' physical abilities. By developing robust measurement tools and theoretical frameworks, it contributes to the literature on physical pedagogy, establishing a foundation for future research and supporting more effective physical education practices in colleges.en
