Abstract: This article aims to study 1) the development of an online physical education course aimed at enhancing physical competency. 2) the  exploration of the effectiveness of promoting physical competency through online physical education teaching video courses; and 3) the proposal of  instructional guidelines for effective online physical education that promote physical competency. The research methods are divided into three stages: In the first stage, 100 people were selected as samples to conduct a questionnaire survey. In the second stage, two classes were respectively used as the experimental group and the control group for the experiment. In the third stage, five teachers were selected for interviews to form the target group and sample setting of the research. The results of this study are as follows: (1) The 10-unit online physical education courses developed were evaluated by experts, and their IOC values all exceeded 0.5, demonstrating good consistency and feasibility. They cover basic qualities, running, jumping, shooting, and ball games, adhering to student-centered principles. (2) The experimental results show that the progress of the five physical fitness tests in the experimental group is significantly greater than that in the control group. Students have a high recognition of the content and methods of online courses, and most of them agree with the integrated online and offline model. Parents mostly support home exercise. (3) Teachers recognize the role of online videos in technical demonstrations and other aspects. The teaching guidelines they propose include implementation suggestions, resources and effect measurement methods, providing references for teaching.
