Abstract: The purposes of the research were: 1) to explore the practical significance of the core literacy theory. 2) to study enrich the professional development theory of music teachers' quality education music courses. The population for this study is 13 elementary schools in Zhanggong District, Ganzhou City, Jiangxi Province, China, 183 music teachers and questionnaire survey and interview survey, and then sorts out the obtained data and interview materials, so as to restrict the core literacy The problems existing in the development of music courses for primary school music teachers' quality education, research attribution and put forward countermeasures, provide reference for the professional development of local primary school music teachers' quality education music courses, and also put forward some rationalization opinions for promoting the development of the core literacy of music subjects and suggestions. The research results were found that; 1) the development of quality education and teaching professional ability of elementary school music teachers has not yet reached the ideal state. The new round of basic education curriculum reform in China has put forward new requirements for elementary school music teachers. 2) Different strategies and approaches are needed for the development of different regions. . Therefore, this study takes the basic situation of the development of the professional ability of music teachers' quality education and teaching in Zhanggong District as the starting point, through the understanding of the awareness, planning, action, regulation, and reflection of music teachers' independent development of teaching ability. And analysis, combined with the actual situation of the school at this stage to form the conclusion of this study and put forward corresponding suggestions.
