GUIDELINE FOR UTILIZATION OF EDUCATIONAL SERVICE AREA OFFICE'S STANDARD EVALUATION RESULT FOR QUALITY DEVELOPMENT IN THE ACADEMIC AFFAIRS ADMINISTRATION

Abstract

The purpose of this research was to develop a guideline for utilization of Educational Service Area Office ‘s Standard evaluation result for quality development the academic affairs administration. The research was divided into 3 phases: Phase One, to study on the implementation of Educational Service Area Office ‘s Standard evaluation results to improve academic administration; Phase Two, to develop guideline for the utilization of the standard Educational Service Area Office evaluation results for quality development of the academic affairs administration; and Phase Three, to examine the guidelines for quality development of the academic affairs administration. The target groups in this research: (1) executives and educational staff at the Educational Service Area Office: (2) experts and executives of the Office of the Basic Education Commission. The research instruments were an interview and a questionnaire. The data were analyzed using frequency, percentage, mean, standard deviation statistics, and content analysis. The research findings were as follows: (1) the implementation of the standard evaluation results improved the quality of academic administration in five aspects by a Deming circle (PDCA) as a framework between 94% and 100%; (2) guidelines for utilization of the standard evaluation and the results of the Educational Service Area Office for quality development of academic affairs administration, consisting of seven components: (2.1) Objectives; (2.2 ) principles of analysis of stakeholders to benefit from assessment results and set goals for utilizing evaluation results and interpreting; (2.3) conceptual framework; (2.4) definitions of terminology; (2.5) the process is planning the use of assessment results (Plan), implementation of the evaluation results (Do), assessment of the quality of evaluation results (Check), improvements quality (Action); (2.6) stakeholders and roles; and (2.7) conditions and limitations; (3) the quality assessment of guidelines for utilization of evaluation results of the Educational Service Area Office found the utility, feasibility, propriety, accuracy, and evaluation accountability were at the highest level.

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อพัฒนาแนวทางการนำผลประเมินมาตรฐานสำนักงานเขตพื้นที่การศึกษาไปใช้เพื่อพัฒนาคุณภาพการบริหารงานด้านวิชาการของสำนักงานเขตพื้นที่การศึกษา การวิจัยแบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 การศึกษาสภาพการนำผลประเมินมาตรฐานสำนักงานเขตพื้นที่การศึกษาไปใช้เพื่อพัฒนาคุณภาพการบริหารงานด้านวิชาการของสำนักงานเขตพื้นที่การศึกษา ระยะที่ 2 การพัฒนาแนวทางการนำผลประเมินมาตรฐานสำนักงานเขตพื้นที่การศึกษาไปใช้เพื่อพัฒนาคุณภาพการบริหารงานด้านวิชาการของสำนักงานเขตพื้นที่การศึกษา และระยะที่ 3 การตรวจสอบคุณภาพของแนวทางการนำผลประเมินมาตรฐานสำนักงานเขตพื้นที่การศึกษาไปใช้ฯ ที่พัฒนาขึ้น โดยมีกลุ่มเป้าหมาย ได้แก่ 1) ผู้บริหารและบุคลากรทางการศึกษาของสำนักงานเขตพื้นที่การศึกษา 2) ผู้ทรงคุณวุฒิและผู้บริหารของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน เครื่องมือการวิจัย คือ แบบสัมภาษณ์และแบบสอบถาม วิเคราะห์ข้อมูลเชิงปริมาณโดยใช้สถิติบรรยาย ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) สภาพการนำผลประเมินมาตรฐานสำนักงานเขตพื้นที่การศึกษาไปใช้เพื่อพัฒนาคุณภาพการบริหารงานด้านวิชาการของสำนักงานเขตพื้นที่การศึกษาใน 5 ด้าน โดยประยุกต์ใช้วงจรคุณภาพ PDCA เป็นกรอบการนำผลประเมินไปใช้ในแต่ละด้าน มีการดำเนินการทุกด้านอยู่ระหว่างร้อยละ 94 ถึง 100 2) แนวทางการนำผลประเมินมาตรฐานสำนักงานเขตพื้นที่การศึกษาไปใช้เพื่อพัฒนาคุณภาพการบริหารงานด้านวิชาการของสำนักงานเขตพื้นที่การศึกษา ประกอบด้วย 7 องค์ประกอบ คือ 2.1) วัตถุประสงค์ 2.2) หลักการตามการประเมินแบบมุ่งเน้นการใช้ประโยชน์ (Utilization – Focused Evaluation) 2.3) กรอบแนวคิด 2.4) นิยามศัพท์เฉพาะ 2.5) กระบวนการใช้ผลพัฒนาคุณภาพงานวิชาการ โดยใช้วงจร PDCA การวางแผนการใช้ผลประเมิน (Plan) การดำเนินงานตามแผนการใช้ผลประเมิน (Do) การประเมินคุณภาพการใช้ผลประเมิน (Check) การปรับปรุงคุณภาพการใช้ผลประเมิน (Action) 2.6) ผู้ดำเนินการและบทบาท 2.7) เงื่อนไขและข้อจำกัด และ 3) ผลการตรวจสอบคุณภาพของแนวทางการนำผลประเมินมาตรฐานสำนักงานเขตพื้นที่การศึกษาไปใช้ฯ โดยผู้ทรงคุณวุฒิและผู้บริหารระดับนโยบาย พบว่า แนวทางมีความเป็นประโยชน์ ความเป็นไปได้ในการนำไปใช้ ความเหมาะสม ความถูกต้อง และความรับผิดชอบต่อคุณภาพการประเมิน ในภาพรวมอยู่ในระดับมากที่สุด (MEAN=4.78, S.D.=.54) และผลการตรวจสอบคุณภาพ โดยผู้บริหารและบุคลากรทางการศึกษาของสำนักงานเขตพื้นที่การศึกษา พบว่า คุณภาพในภาพรวมอยู่ในระดับมากที่สุด (MEAN=4.69, S.D.=.61)
