THE DEVELOPMENT RESEARCH MANAGEMENT MODEL TO ENHANCE THE RESEARCH AND INNOVATION CAPACITY OF MARITIME HIGHER EDUCATION INSTITUTIONS IN THAILAND

Abstract

The purposes of this research were as follows: (1) to study the best practices of research management to enhance research and innovation capacities; (2) to study current and desirable conditions of research management to enhance the research and innovation capacities of maritime higher education institutions; and (3) to develop a research management model to enhance the research and innovation capacities of maritime higher education institutions. The group of informants and samples used in the research consisted of nine experts in interviews to confirm the factors, nine experts in focus group discussions, 100 samples used to collect data of current and desirable conditions, and the sample group used for studying suitability and feasibility of the model were 35 people, a total of 153 people. The research tools consisted of the following: (1) semi-structured interview form; (2) a five-point scale questionnaire with a reliability of .991; (3) the focus group discussion record; and (4) the opinion questionnaire with suitability and feasibility with the model. The statistics used in data analysis were frequency, percentage, mean score, standard deviation, and the modified priority needs index (PNImodified). The results were as follows: (1) the study of best practices found that there were six components, research and innovation policies, organizations and infrastructure, researchers and researcher development, network links, funding, and research and innovation; (2) the priority needs index of research management to enhance research and innovation capacities of maritime higher education institutions were shown as follows: (1) funding (PNI = 0.62) (2) researchers and researcher development (PNI = 0.60) (3) network link (PNI = 0.54) (4) organizations and infrastructure (PNI = 0.53) (5) research and innovation (PNI = 0.52) and (6) research and innovation policies (PNI = 0.42); (3) a model of research management to enhance research and innovation capacities of maritime higher education institutions in Thailand, with six aspects and 42 objectives, as follows: (1) eight objectives on research and innovation policies; (2) seven organizational and infrastructure objectives; 3) six researchers and researcher development objectives; 4) nine network link objectives; (5) six funding objectives, and (6) six research and innovation objectives. It was found that the overall suitability was at a high level (x = 3.50, S.D. = 0.99) and the overall feasibility was at a moderate level (x = 2.88, S.D. = 0.88).

การวิจัยครั้งนี้ความมุ่งหมายเพื่อ 1) ศึกษาแนวปฏิบัติที่ดีของการบริหารงานวิจัยเพื่อเสริมสร้างขีดความสามารถด้านการวิจัยและนวัตกรรม 2) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารงานวิจัยเพื่อเสริมสร้างขีดความสามารถด้านการวิจัยและนวัตกรรมของสถาบันอุดมศึกษาด้านพาณิชยนาวี และ 3) พัฒนารูปแบบการบริหารงานวิจัยเพื่อเสริมสร้างขีดความสามารถด้านการวิจัยและนวัตกรรมของสถาบันอุดมศึกษาด้านพาณิชยนาวี กลุ่มผู้ให้ข้อมูลและกลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วย ผู้ทรงคุณวุฒิในการสัมภาษณ์เพื่อยืนยันองค์ประกอบจำนวน 9 คน ผู้ทรงคุณวุฒิในการสนทนากลุ่มจำนวน 9 คน กลุ่มตัวอย่างที่ใช้ในการเก็บข้อมูลสภาพปัจจุบันและสภาพที่พึงประสงค์ จำนวน 100 คน และกลุ่มตัวอย่างที่ใช้ในการศึกษาความเหมาะสมและความเป็นไปได้ของรูปแบบ จำนวน 35 คน รวมทั้งสิ้น เป็นจำนวน 153 คน เครื่องมือที่ใช้ในการวิจัยประกอบด้วย แบบสัมภาษณ์แบบกึ่งโครงสร้าง แบบสอบถามความคิดเห็นแบบมาตราส่วนประมาณค่า 5 ระดับโดยมีความเชื่อมั่นทั้งฉบับเท่ากับ .991 แบบบันทึกการสนทนากลุ่ม และแบบสอบถามความคิดเห็นเพื่อประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าคะแนนเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และค่าดัชนีลำดับความสำคัญของความต้องการจำเป็น (PNImodified) ผลการวิจัยปรากฏดังนี้ 1) แนวปฏิบัติที่ดีของการบริหารงานวิจัย พบว่ามี 6 องค์ประกอบได้แก่ ด้านนโยบายวิจัยและนวัตกรรม ด้านหน่วยงานและโครงสร้างพื้นฐาน ด้านนักวิจัยและการพัฒนานักวิจัย ด้านการเชื่อมโยงเครือข่าย ด้านทุนสนับสนุน และด้านผลงานวิจัยและนวัตกรรม 2) ความต้องการจำเป็นของการบริหารงานวิจัยเพื่อเสริมสร้างขีดความสามารถด้านการวิจัยและนวัตกรรม เรียงตามลำดับได้ดังนี้ 1) ด้านทุนสนับสนุน (PNI = 0.62) 2) ด้านนักวิจัยและการพัฒนานักวิจัย (PNI = 0.60) 3) ด้านการเชื่อมโยงเครือข่าย (PNI = 0.54) 4) ด้านหน่วยงานและโครงสร้างพื้นฐาน (PNI = 0.53) 5) ด้านผลงานวิจัยและนวัตกรรม (PNI = 0.52) และ 6) ด้านนโยบายวิจัยและนวัตกรรม (PNI = 0.42) และ 3) รูปแบบการบริหารงานวิจัยเพื่อเสริมสร้างขีดความสามารถด้านการวิจัยและนวัตกรรมของสถาบันอุดมศึกษาด้านพาณิชยนาวีในประเทศไทย พบว่ามี 6 ด้าน 42 กลไกการขับเคลื่อนโดยมีรายละเอียดดังนี้ 1) ด้านนโยบายวิจัยและนวัตกรรมมี 8 กลไกขับเคลื่อน 2) ด้านหน่วยงานและโครงสร้างพื้นฐานมี 7 กลไกขับเคลื่อน 3) ด้านนักวิจัยและการพัฒนานักวิจัยมี 6 กลไกขับเคลื่อน 4) ด้านการเชื่อมโยงเครือข่ายมี 9 กลไกขับเคลื่อน 5) ด้านทุนสนับสนุนมี 6 กลไกขับเคลื่อน และ 6) ด้านผลงานวิจัยและนวัตกรรมมี 6 กลไกขับเคลื่อน โดยพบว่าความเหมาะสมโดยรวมอยู่ในระดับมาก ( x = 3.50, S.D. = 0.99) และความเป็นไปได้โดยรวมอยู่ในระดับปานกลาง (x = 2.88, S.D. = 0.88)
