A STUDY OF EDUCATIONAL INNOVATIVE ORGANIZATION FOR SECONDARY SCHOOLS WHICH AWARDED FROM OFFICE OF THE BASIC EDUCATION QUALITY AWARDS

Abstract

The objectives of this research are as follows: (1) to study the composition of educational innovative organizations of secondary schools that received quality awards from the Office of the Basic Education Commission; 2) to study and the guidelines for developing secondary schools under the Office of the Basic Education Commission for becoming an educational innovative organization. This research was conducted using the mixed method research methods. For the quantitative research, the sample groups used to answer this questionnaire were school administrators and teachers who worked in secondary schools that were awarded for quality by the Office of the Basic Education Commission In the central and eastern region. There were 375 people, by selected simple random sampling. The tools used for data collection was a rating scale questionnaire. The questionnaire had the confidence value of 0.94. The statistics used in data analysis were mean, standard deviation and exploratory factor analysis. In terms of the qualitative research, the in-depth interviewees included educational administrators, educational institute administrators, supervisors and experienced and successful teachers in educational institution administration, a total of five people were selected by purposive sampling and content analysis. The results of the study found that the components of an educational innovative organization of secondary schools awarded by the Office of Basic Education Commission, consisting of five components, as follows: (1) innovative leadership of executives and the competence of the personnel; (2) vision, strategies and goals of being an innovative organization in education; (3) a network of cooperation in education management; (4) information and communication technology within educational institutions; and (5) the culture and an innovative atmosphere of educational institutions. The guidelines for the development of educational organization according to innovative leadership include the support of personnel in developing innovation and potential opportunities for personnel to set a common vision. There is a network of cooperation between education management with external agencies and new information technology is introduced to organizations and strong corporate culture and innovative atmosphere. The research results to disseminate information about the Secondary Educational Service Area Office and secondary schools under the Office of the Basic Education Commission for the development of institutions to become educational innovation organizations.

การวิจัยในครั้งนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาองค์ประกอบองค์กรนวัตกรรมทางการศึกษาของโรงเรียนมัธยมศึกษาที่ได้รับรางวัลคุณภาพแห่งสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 2) ศึกษาและเสนอแนวทางการพัฒนาโรงเรียนมัธยมศึกษาในสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานเพื่อการเป็นองค์กรนวัตกรรมทางการศึกษา การดำเนินการวิจัยครั้งนี้ใช้วิธีวิทยาการวิจัยแบบผสานวิธี สำหรับงานวิจัยเชิงปริมาณ กลุ่มตัวอย่างที่ใช้ในการตอบแบบสอบถามครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษาและครู ที่ปฏิบัติงานอยู่ในโรงเรียนมัธยมศึกษาที่ได้รับรางวัลคุณภาพแห่งสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ในภาคกลางและภาคตะวันออก จำนวน 375 คน โดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามประมาณค่า 5 ระดับ ที่มีค่าความเชื่อมั่นของเท่ากับ 0.94 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์องค์ประกอบเชิงสำรวจ สำหรับงานวิจัยเชิงคุณภาพ ผู้วิจัยสัมภาษณ์เชิงลึก ผู้บริหารการศึกษา ผู้บริหารสถานศึกษา ศึกษานิเทศก์ และครู ผู้มีประสบการณ์สูง ประสบความสำเร็จในการทำงานด้านการบริหารสถานศึกษา จำนวน 5 ท่าน โดยวิธีเลือกกลุ่มตัวอย่างแบบเจาะจง มีการจัดกระทำและวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า องค์ประกอบการเป็นองค์กรนวัตกรรมทางการศึกษาของโรงเรียนมัธยมศึกษาที่ได้รับรางวัลคุณภาพแห่งสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประกอบด้วย 5 องค์ประกอบ ดังนี้ 1) ภาวะผู้นำเชิงนวัตกรรมของผู้บริหารและสมรรถนะของบุคลากร 2) วิสัยทัศน์ กลยุทธ์ และเป้าหมายของการเป็นองค์กรนวัตกรรมทางการศึกษา 3) เครือข่ายความร่วมมือการจัดการศึกษา 4) เทคโนโลยีสารสนเทศและการสื่อสารภายในสถานศึกษา และ 5) วัฒนธรรมและบรรยากาศเชิงนวัตกรรมของสถานศึกษา และแนวทางการพัฒนาสถานศึกษาเพื่อการเป็นองค์กรนวัตกรรมทางการศึกษาตามองค์ประกอบ คือการที่ผู้บริหารมีภาวะผู้นำเชิงนวัตกรรม มีความสามารถในการสนับสนุนบุคลากรในการพัฒนาศักยภาพด้านนวัตกรรม การเปิดโอกาสให้บุคลากรกำหนดวิสัยทัศน์ร่วมกัน มีเครือข่ายความร่วมมือในการจัดการศึกษากับหน่วยงานภายนอก มีการนำเทคโนโลยีสารสนเทศใหม่ ๆ มาใช้ในองค์กร รวมถึงการมีวัฒนธรรมองค์กรที่เข้มแข็งและมีบรรยากาศที่เป็นนวัตกรรม และผู้วิจัยได้นำผลการวิจัยไปเผยเเพร่ให้กับสำนักงานเขตพื้นที่การศึกษา และโรงเรียนมัธยมศึกษาในสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน เพื่อการพัฒนาสถานศึกษาสู่การเป็นองค์กรนวัตกรรมทางการศึกษา
