DEVELOPMENT OF QUALITY ASSURANCE OF PRIVATE VOCATIONAL INSTITUTIONS WITH THE APPLICATION OF MULTIPLE CONCEPTS IN COMPLIANCE WITH THE VOCATIONAL EDUCATION STANDARD OF 2018 ON THE STANDARD CHARACTERISTICS OF THE DESIRABLE VOCATIONAL EDUCATION GRADUATES

Abstract

This research aims to develop an educational quality assurance system among private vocational schools by applying multiple concepts in compliance with the Vocational Education Standards of 2018, in terms of the desirable qualities of vocational education graduates. The research was divided into three phases: phase One, studying the best practices of the private vocational education institutions; Phase Two, developing the educational quality assurance system of private vocational schools by applying multiple concepts; and Phase Three, studying the efficiency and effectiveness of the educational quality assurance system of private vocational education institutions by applying multiple concepts. The results found the following: (1) there were 20 best practice guidelines, consisting of one way to determine outcomes (Outcomes), two ways for planning steps (Plan), 15 steps to implement (Do), one way for checking operational results (Check) and one way for operation revision (Act); (2) the five steps in educational quality assurance applied multiple concepts; Plan, Do, Check, and Act. The effectiveness of the model was reviewed by experts and found to be useful for practical implementation and relevance and accuracy were at the highest level; (3) after the system revealed its usefulness, relevance was at the highest level. This system made educational institutions set clear goals and encourage teachers and staff to collect and store information systematically.

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อพัฒนาระบบการประกันคุณภาพการศึกษาของสถานศึกษาอาชีวศึกษาเอกชนโดยการประยุกต์ใช้พหุแนวคิด ตามมาตรฐานการอาชีวศึกษา พ.ศ.2561 : คุณลักษณะของผู้สำเร็จการศึกษาอาชีวศึกษาที่พึงประสงค์ การวิจัยแบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 การศึกษาแนวปฏิบัติที่ดีของสถานศึกษาอาชีวศึกษาเอกชน ระยะที่ 2 การพัฒนาระบบการประกันคุณภาพการศึกษาของสถานศึกษาอาชีวศึกษาเอกชนโดยการประยุกต์ใช้พหุแนวคิด และระยะที่ 3 การศึกษาประสิทธิภาพและประสิทธิผลของระบบการประกันคุณภาพการศึกษาของสถานศึกษาอาชีวศึกษาเอกชนโดยการประยุกต์ใช้พหุแนวคิด ผลการวิจัยพบว่า 1) ระบบการประกันคุณภาพมีแนวปฏิบัติที่ดี มีจำนวน 20 แนวทาง ประกอบด้วย ขั้นตอนการกำหนดผลลัพธ์ (Outcome) จำนวน 1 แนวทาง ขั้นตอนการวางแผน (Plan) จำนวน 2 แนวทาง ขั้นตอนนำไปปฏิบัติ (Do) จำนวน 15 แนวทาง ขั้นตอนการตรวจสอบผลการดำเนินการ (Check) จำนวน 1 แนวทาง และขั้นตอนการปรับปรุงแก้ไข (Act) จำนวน 1 แนวทาง 2) ระบบการประกันคุณภาพการศึกษาของสถานศึกษาอาชีวศึกษาเอกชน มี 5 ขั้นตอน ประกอบด้วย ขั้นตอนที่ 1 การกำหนดผลลัพธ์ ขั้นตอนที่ 2 การวางแผน (Plan) ขั้นตอนที่ 3 การนำไปปฏิบัติ (Do) ขั้นตอนที่ 4 การตรวจสอบ (Check) และขั้นตอนที่ 5 การปรับปรุงแก้ไข (Act) ผลการหาประสิทธิภาพของรูปแบบโดยผู้เชี่ยวชาญ พบว่า ระบบมีความเป็นประโยชน์ ความเป็นไปได้ในการนำไปใช้ ความเหมาะสม และความถูกต้องอยู่ในระดับมากที่สุด 3) ผลการทดลองใช้และหาประสิทธิผลของระบบ พบว่า ระบบมีความเป็นประโยชน์และความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมาก สำหรับจุดเด่นของระบบ คือ สามารถทำให้สถานศึกษากำหนดเป้าหมายได้อย่างชัดเจน และส่งเสริมให้ครู/อาจารย์ บุคลากรทางการศึกษาจัดเก็บข้อมูลได้อย่างเป็นระบบ
